Statewide Training and Regional Supports (STARS)
The Statewide Training Regional Support, STARS, program is a centralized training system for Oklahoma. Maintained at the Tolbert Center in the University of Oklahoma Health Sciences Center, STARS is supported primarily with funds from the Oklahoma State Department of Education, Special Education Services. The Oklahoma State Department of Human Services, Developmental Disabilities Services Division, provides secondary funding. STARS, developed in 1992, supported staff of SoonerStart, Oklahoma’s early intervention program mandated by the Individual’s with Disabilities Education Act. Since that time, STARS has grown to include parents and other programs such as public schools, Head Start, local child care providers, Parents as Teachers, Even Start, other Health Department programs, and Department of Human Services – Developmental Disabilities Services Division (DDSD). The mission of STARS is to support the provision of individualized, comprehensive,
multidisciplinary, family-centered, community-based programs and services for
